Policy recommendation

In the frame of the Swiss-Hungarian Cooperation Program with the frauenOase women organsiation located in Basel, we made a policy recommendation named above, as the last step of our common project.

In this document the recommendations are based on research materials carried out during the project.

Extract from the summary: 

"This policy recommendation is based on the following assumptions and facts:

•  Sufficient Hungarian state measures to prevent trafficking are not likely to be implemented in the next few years.
•  Poverty is growing and the status of women is getting worse nationwide.
•  These together will contribute to the increase of trafficking.
•  Money available through international sources, e.g. Swiss Fund, Norvegian Fund are the only sources that are available for this kind of work. Even the money coming from the EU funds and going through the Hungarian state planning and distribution is not spent on sufficiently improve women’s situation. We saw that in the previous EU budget period and also now in the current planning period for the next budget term.
•   International lobby support is needed to join Hungarian NGOs in order to put enough pressure on Hungarian politicians."

Intézkedési ajánlások

A Svájci-Magyar Együttműködési Program keretében zajló, a frauenOase bázeli női szervezettel közös pályázati projektünk záró lépéseként elkészítettük a fenti elnevezésű lobbi dokumentációt.

Az intézkedési ajánlások gyűjteményében a szintén e projekt során készült kutatási anyagra alapozva tesszük meg javaslatainkat.

"Intézkedési ajánlásaink a következő feltételezéseken és tényeken alapulnak:

•         Megfelelő állami intézkedések az emberkereskedelem megelőzésére az elkövetkező néhány évben nem valószínűek.
•         A szegénység növekszik, és a nők helyzete országszerte romlik.
•         Ezek együttesen járulnak hozzá az emberkereskedelem növekedéséhez.
•       Az ilyen jellegű munka finanszírozására érdemben (pl. emberkereskedelem megelőzése, párkapcsolati erőszak megfékezése) kizárólag külföldi források állnak rendelkezésre - pl. Svájci Alap, Norvég Alap. Még ha vannak is olyan uniós források, melyek a Magyar Állam közreműködésével és szétosztásával hozzáférhetők, azok nem bizonyulnak elég hatékonyaknak a nők helyzetének javítása terén. Ezt látjuk a lassan véget érő EU-s költségvetési periódus és a következő periódus tervezése során is.
•    A nemzetközi lobbi támogatására van szükségük a magyar civil szervezeteknek, hogy hatékony nyomást tudjanak gyakorolni a magyar politikusokra"

The state of Hungarian Women in 2013 - Study on the Social Benefits, Legal Aid and Health Condition Concerning Vulnerable Groups of Women

One of the project activities was to collect information related to social, healt-care system and legal backround in Hungary and Switzerland.

Introduction:

According to women’s organizations in Hungary, the effective advancement of gender equality and the establishment of its legal, political and institutional framework have been unsuccessful since 1989. Issues of discrimination against women have never been taken sufficiently into consideration up to the present, neither on the level of everyday political practice nor supported by any political agenda. 

The CEDAW Committee (Committee on the Elimination of Discrimination against Women) commissioned their current Periodic Report of Hungary in March this year and published its report with more than 60 recommendations. The Committee found several areas of gender issues problematic, where there is no progress observed, what is more alarming there is a regressive approach by the current government, in power since 2010. The government dismantled the national institutional system of gender equality by redistributing responsibility for them between different non-connected ministries. Any statements on family policy issued by the current government makes it clear that they consider women mainly but not exclusively as home makers and potential mothers.

The Committee suggested to the government, among other things, to help women’s employment (especially women with small children), to discontinue such political decisions which affect women’s sexual and reproduction rights negatively and to include the issue of gender equality into the education policy. It also recommended that the government should change the insufficient legislation regarding domestic violence, human trafficking and prostitution, to harmonize the legislation with the international norms, and that the government should provide an effective and long term protection and rehabilitation for the victims of domestic violence, human trafficking and prostitution (for example there are not enough shelters available for the victims). It also raised the issue of introducing legislation on women in the different area of the political arena The Committee underlined that the Hungarian state still not give due attention to the women of disadvantaged groups, and still there is not any successful program designed specifically for those women who face multiple discrimination, such as Romany women, women living in rural areas, women with disabilities, women living in poverty or migrant women.

Final project meeting in Basel

Between 10-14th of July 2013 two co-workers of the REGINA Foundation made a visit to Basel.

The aim of our journey was to coordinate the remaining tasks and clarify the basic of a future cooperation.

In addition we recovered the visit which was cancelled in January to the victim support centre of Opferhilfe. Similar centres to this operate in every canton in Switzerland. The Opferhilfe started its work 20 years ago as a foundation, at this time its support activity was not that structured as nowadays, the financial resources were limited. Currently its funding is fully and long-term ensured.

The Opferhilfe’s main job is giving information about what victims can do, what rights they have, and in case of emergency they provide financial support as well.

The institution has 15 employees and is devided into 4 sections.

• Limit: for victims of violence against women
• Manner Plus: for victims of violence against men
• Triangle: for victims of violence against children
• BO: for victims of accidents, catastrophes

We have visited again the ALIENA whose colleague work in the tolerance zone, and has many clients among Hungarian prostitutes. This time we met with the head of the organisation, Vicky Eberhard. During our conversation we brought into focus the topic of exiting prostitution, reviewed the possibilities both in Hungary and Switzerland, the difficulties and the often seemingly hopless situations.

At the end of the meeting we reviewed what are the areas where we can help each other and how.

After this we gathered together with the collegaue of fraenOase for a final meeting of the project. Our aim was to discuss the remaining tasks, including the evaulation of the materials what we have made, we evaulated the whole project, our 1-year cooperation. It was important for both parties to speak about the future. We agreed about the features of a new, common project, the next steps now are to elaborate this and fund raising.

Documentation about the Swiss social and health system, domestic violence and prostitution

The study made by the co-workers of frauenOase gives an overall view about the Swiss social and health care system, the legislative background of domestic violence and prostitution.

The study contains data about the cantons of Basel-Country and Basel-City, highlighting the topic of domestic violence. The latter’s legistlative development can be also followed up in the document, furthermore you can get an insight into the process of victim support.

The prostitution is legal in Switzerland, but not in all circumstances. Details about this can be found in the following document as well.

2013. július 10-14 között a REGINA Alapítvány 2 munkatársa ismét Bázelba látogatott.

Utazásunk célja a hátralévő feladatok egyeztetése és jövőbeni együttműködés pontosítása volt.

Ezen kívül bepótoltuk a januárban elmaradt látogatásunkat az Opferhilfe áldozatsegítő központban. Ilyen jellegű központ minden kantonban működik Svájc területén. Az Opferhilfe 20 évvel ezelőtt alapítványként kezdte, segítő munkája nem volt ennyire strukturált, anyagi forrásai korlátozottak voltak. Jelenleg teljes mértékben és hosszú távra biztosított a finanszírozásuk. 

Fő feladatuk az információnyújtás. Hová fordulhat az áldozat, milyen jogai vannak. Szükség esetén pénzbeli támogatást is nyújtanak.

Az intézmények 15 alkalmazottja van, és 4 részlegre oszlik.

• Limit : nők ellen elkövetett erőszak áldozatai részére
• Manner Plus: férfiak ellen elkövetett erőszak áldozatai részére
• Triangle: a gyermekek ellen elkövetett erőszak áldozatai részére
• BO: mindenféle baleset, katasztrófa elszenvedői részére

Ismét ellátogattunk az ALIENA-hoz. Ők dolgoznak a türelmi zónában, és náluk sok magyar prostituált megfordul. Ezúttal találkoztunk a szervezet vezetőjével, Vicky Eberharddal is. Beszélgetésünk fókusza a prostitúcióból való kilépés felé fordult. Számba vettük a lehetőségeket (Magyarországon és Svájcban egyaránt), az ezzel járó nehézségeket, és a gyakran kilátástalannak tűnő helyzetet.

A megbeszélés végén számba vettük, hogy mi az, amiben segíteni tudjuk egymást, és hogyan.

A frauenOase munkatársaival ezután ültünk le projektzár megbeszélésünkre. Célunk a hátralévő feladatok megbeszélése, beleértve az elkészült anyagok értékelését is, továbbá értékeltük az egész projektet, az 1 éves közös munkát. Mindkét fél számára fontos volt, hogy beszéljünk a jövőről is. Megállapodtunk egy újabb közös projekt körvonalait illetőleg. A következő feladat ennek részletes kidolgozása, és forrás teremtés lesz.
